If you are having users connecting so they can do testing and validation I don't think this would be covered unless you have some sort of MSDN license (included in some Visual Studio Subscription agreements too), which grants you licensing to use this and other MS software for testing uses aswell as development.

It is meant to be used for the development of SQL based applications, it's just your initial post was mentioning CAL's and users connecting to this database which suggested it was being used for some production use (afaik there are no CALs for SQL Development Edition since it is for dev only).
